SAT vs. My Credentials?

I am applying to colleges with higher SAT/ACT score requirements such as Villanova University and Boston University (I am enrolling in NROTC programs for both). I have a 3.9 GPA with outstanding extracurriculars, service hours, athletics, and work experience, however my SAT scores (about a comprehensive 1650) seem to be my only obstacle. If I cannot improve on this score, will I still be a strong candidate fore these schools? Any advice would be appreciated. Thanks.
