Should Business Structure for Concierge be Partnership or LLC?

My friend and I are starting our own concierge business but are stuck on whether we should start out as a partnership or LLC. I was thinking since we won't have as many clients to start that we can save money, avoid some paperwork, and start out as a partnership and change to LLC later once business picks up but she thinks it's better to just do LLC. Any advice?
